The NACC found no evidence of corruption in the award by the Department of Home Affairs without proper tender process of a multi-billion dollar contract to a company that had no history to show it was capable of carrying out the contract and had made significant payments to an official in the responsible government department who was closely related to a Paladin executive. This finding appears to have been based on a very cursory examination which accepted the results of an inadequate enquiry and relied on the word of two people who had no reason to tell the truth. NACC did not exercise its power to investigate abuse of public office, irrespective of whether the conduct was technically corrupt.
